Come to ISS first, before you go apply!
Please remember, if you do not have a Social Security Number, to come to ISS and ask for proof of residency information before going to the Department of Licensing Office.
For proof of residency you will fill out a “letter request form” in order to obtain a letter and SEVIS page which shows your current residence (address). You will need these two (2) documents when you go to apply for a WA ID Card, WA Permit or Driver’s License. Please make sure your current address; phone and email information is up to date in our system as this is required by immigration.
In addition to the documents required to show proof of residency you will also need to show proof identity.
Department of Licensing, Identity Requirements:
To get a Washington state driver’s license or ID card, you must show:
1) Proof of residency or Social Security Number (see below)
2) Proof of identity
These are the most common documents that students use to show Social Security Number or proof of residency; and proof of identity:

*If your visa is expired, you must have the documents below (from List B)
